Imagine that you are working with an advocacy group (e.g. parents, students, teachers,
business people, etc.) that would like to propose reforms to K-12 education in California. You
have been tasked with writing a proposal to California School Superintendent Tom Torlakson
that addresses how to best serve the diverse student population in our schools. Draw from the
topics/readings from Weeks 6-9 to write your proposal. The proposal should persuade
Superintendent Torlakson of the urgency of the problem/issue, and the need to adopt the course
of action presented in your proposal.

A. Your proposal should contain the following elements:
1. Title
2. Context and relevance
o Clear statement of the problem/issue
o Overview of root causes of the problem/issue
3. Critique of current approach
o Why and how current approach is notworking
4. Your proposal
o Detailed,specific practical steps or measures that need to be implemented
5. Conclusion
B. Your proposal needs to address the following themes:
1. The implementation of educational practices that take into consideration how schools
should work with families from diverse backgrounds in order to enhance the learning
experience of their children.
2. The implementation of educational practices that challenge stereotyped categories of
students (e.g. “model minority”).
3. The implementation of educational practices that take into consideration the role of
language in the educational achievement of all students, and more specifically, the
educational achievement of linguistic minority students.
4. The implementation of educational practices based on culturally responsive education to
promote equitable access for all students.
5. What are the promises and challenges of implementing your proposed educational
practices?
C. Format:
1. This is an academic essay. It must be typed and double-spaced. Use font Times New
Roman (size 12), and use 1-inch margins.

2. Your proposal should be well supported by evidence from the course readings. Cite
authors’ names, year, page numbers, etc. as you explain your sources. Look at the
reading list from weeks 6-9, and be sure to cite at least 2 different sources per topic
(total of at least 8 sources). You may use also cite additional supplementary sources
(e.g. lecture notes, videos, guest speakers, etc.). But these supplementary sources
should not be the primary sources for your arguments.
3. Please include a References section. All citations should be in American
Psychological Association (APA) format. A tutorial and sample paper utilizing APA

D. Your Final Assignment will be evaluated according to:
1. The extent to which your writing is analytical and reflective.
2. The quality, clarity, and organization of your writing.
3. Your ability to integrate readings/issues from the course.
