The CDC Public Health Associates Program (PHAP) for Recent Graduates is a CDC workforce development program that provides opportunities for promising, future public health professionals to gain broad experience in day-to-day operation of public health programs. The goal of PHAP is to attract exceptional candidates, with a minimum of bachelor's degree into careers in public health. Upon completion of a two-year training program, Associates are eligible for conversion to an entry-level career as a CDC Public Health Advisor. Associates may also be eligible to apply for positions in public health operations at the local and state levels.

To be eligible, applicants must apply within two years of degree completion.

Veterans precluded from applying due to military service obligation have a full 2-year period of eligibility upon his or her release or discharge from active duty. This period may not be extended beyond 6 years from the date on which the individual completed the requirements of an academic study towards fulfilling a degree.

These positions are located with the Office of State, Tribal, Local and Territorial Support, Office of the Director, Public Health Associate Program Office. The exact location of each position will be determined upon selection. Applicants must be willing to relocate to host sites.

As Public Health Advisor you will:

Serve as a trainee receiving formal and on the job training designed to familiarize you with the functions and operations of basic public health concepts, principles, and techniques.
Work with selected public health projects or portions of a larger public health project that is typically of limited complexity.
Perform duties related to the development, extension, and improvement of health care systems.
Interview individuals to obtain information.
Disseminate materials and information.
The essential duties of some positions require possession of a valid driver's license and personally owned vehicle. Applicants with foreign language skills are encouraged to apply, some host sites require candidates with foreign language skills.

GS-05: Applicants must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree within the past 2 years or will have earned a bachelor's degree by July 1, 2016. Candidates still enrolled in school must provide a transcript and school enrollment verification detailing the anticipated degree completion date. Applicants applying as a recent graduate must supply a transcript with the degree conferred.

Conditions of Employment:

1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Category rating procedures will be used to rate and rank candidates. The category assignment is a measure of the degree to which your background matches the competencies required for this position. Qualified candidates will be ranked into one of three categories: Best Qualified, Well Qualified or Qualified. The Category Rating Process does not add veterans' preference points but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher).
