The proposal is a one page description of the social welfare policy issue you would like to research and analyze for the assignment. The proposal must address the following:
a. A preliminary definition of the problem.
Describe the social welfare issue clearly in one or two paragraphs. How is social welfare impacted? What is the extent of the problem—who is affected? how costly is it? how is the government involved?
b. Relationship to relevant course topics and concepts
Identify a few key topics or concepts we have covered this semester that you could use to narrow and refine the analysis of your chosen issue. This entails describing what makes your issue a social welfare problem that government policy action (regulation and fiscal policy) can help resolve.
